With a vote of 54 to 38, cloture was not invoked on the nomination of John Bolton to be Ambassador to the United Nations, and the Senate returned to debate on the Energy Bill.

The Senate was called into session at 2 PM. Senator Harry Reid and Senator Bill Frist both spoke assuring the Senate that H.R. 6, the Energy Bill would be completed this week. They both urged any Senator with remaining amendments to bring them to the floor.
A vote to invoke cloture will be held today at 6 PM. Although a request was made to move it to 5:30, the vote remains scheduled at its original time.
