After the conclusion of the vote on the Hagel amendment, Senator Durbin made a heartfelt speech on the floor where he apologized for his comments last week where he made comparisons between the U.S. facility at Guantanamo Bay and torture facilities used by repressive regimes.  Immediately following his comments Senator McCain spoke in support of Senator Durbin, noting that all Senators at sometimes say things they might not mean and he thanked Senator Durbin for his apology.

The Senate voted 66 to 29 to approve the Hagel/Pryor amendment.  The Senate is now moving to debate an amendment by Senator McCain and Senator Lieberman also regarding climate change.  Another vote is expected tonight on a separate amendment from Senator Voinovich regarding reducing emissions from diesel engines.  This vote is expected to occur around 6:30. 
5:10:22 PM    

The Senate has begun a vote on an amendment proposed by Senator Hagel and Senator Pryor regarding climate change.  The amendment authorizes $2 billion over 5 years in the form of direct loans and loan guarantees to fund technologies that reduce greenhouse gas emissions. It establishes a Climate Coordinating Committee and Climate Credit Board to assess and fund projects, and directs the Secretary of Energy to lead an inter-agency process to implement a national climate change strategy.

In addition, the amendment would direct the Secretary of State and U.S. Trade Representative to use their resources and influence to encourage developing countries to adopt U.S. technologies that reduce greenhouse gas emissions.

The Senate voted 44-52 to defeat the Martinez/Nelson amendment.  The Senate is now in recess until 2:15 for the weekly party caucus luncheons.

This morning the Senate has resumed consideration of the Energy bill and is currently debating an amendment regarding offshore seismic exploration.  The amendment has been offered by Senators Martinez and Nelson of Florida and has attracted bipartisan support from senators from costal states.  A vote on this amendment will occur at 11:00.
