The Senate reconvened at 1:00 PM today for further discussion of H.R. 2361, FY06 Interior Appropriations bill. Today is the last day to introduce amendments to the bill. Senator Voinovich is expected to propose an amendment this afternoon that would prohibit the funding made available in this act to be used by an Indian tribe for the specific use of gaming without the consent of the Governor of the State where the land is located.

While the power over appropriations is granted to Congress by the U.S. Constitution, the authorization-appropriation process is derived from House and Senate rules. The process consists of two sequential steps: 1. enactment of an authorization measure that may create or continue an agency or program as well as authorize the subsequent enactment or appropriations; and 2. enactment of appropriations to provide funds for the authorized agency or program. |
