Senator Russ Feingold spoke on the Patriot Act saying that it has become a rallying cry for those concerned about government overreaching. He said that Americans want Congress to take a step back to fix this law and said that the strongest evidence of this is that in the past 4 years, more than 400 state and local governments have passed resolutions opposing or objecting to various aspects of the Patriot Act. Over the last hour, Senator Feingold has read aloud 4 of the 8 resolutions passed by state legislatures on the floor.

Senator Russell Feingold of Wisconsin has been talking for the last thirty minutes on the Patriot Act Reauthorization bill. Senator Feingold admitted that since the Senate has voted to cut off debate on the bill, final passage of the reauthorization Act is now assured. Senator Feingold said that he is disappointed in this result but he believes that this fight has been worth making. Senator Feingold also said that his dedication to changing the Patriot Act is as strong now as it has ever been. He said that the freedoms of the American people are worth fighting for in the Senate, just as we ask so many young Americans to fight for them overseas.

By a vote of 84-15, the Senate agreed to invoke cloture on the conference report accompanying the Patriot Act Reauthorization bill.

The previous procedural vote was agreed to by a vote of 85-14. The Senate is now voting on the motion to invoke cloture on the Conference Report to accompany H.R.3199, the PATRIOT Act Reauthorization bill.

By a vote of 95-4, the Senate passed S.2271, the PATRIOT Act Amendments bill, as amended. The Senate is now holding a procedural vote on the motion to reconsider the vote in which cloture was not invoked on the Conference Report accompanying the PATRIOT Act Reauthorization bill.

Following the Joint Session of Congress, to hear an address by Italian Prime Minister Silvio Berlusconi, the Senate reconvened. A series of four roll call votes is expected this afternoon. Presently, the Senate is voting on final passage of S.2271, the PATRIOT Act Amendments bill.

By a vote of 81-18, the Senate voted in favor of Senator Frist's amendment to the Patriot Act Amendments bill. The Senate is now in recess until 12:00 pm for a joint session of Congress.

The Senate is now voting on an amendment to S.2271, the Patriot Act Amendments Bill. The final vote on the bill will take place after the Joint Session.

A roll call vote is expected at 10:00 am on passage of S.2271, the Patriot Act Amendments bill. Closing remarks are expected in the next few minutes before the vote. Directly following the vote, the Senate will recess in order for Members to proceed to the House of Representatives for a Joint Meeting to hear an address by the Prime Minister of Italy. The Senate will return to business at 12:00 pm. If additional procedural votes are necessary (which could be up to 3), they will occur around noon. The Majority Leader also announced that the process has started to begin debate on the bill providing emergency appropriations to the LIHEAP program, introduced by Senator Snowe yesterday. If an agreement is not reached, a cloture vote on this bill will occur tomorrow. The Minority Leader, Senator Reid, expressed his desire for the LIHEAP bill to be debated and passed as quickly as possible.
The Leaders spent a few minutes debating the number of conferees to the Pensions Bill Conference Committee.
