The Senate is still considering H.R.6, the Energy bill. Senators are debating an amendment offered by Senator Bingaman. Senator Bingaman's amendment deals with the Renewable Portfolio Standard. He said that over the past three years the Congress has passed major energy bills, each of which contained provisions that require a certain portion of the electricity sold by utility companies throughout the country come from renewable energy sources. Senator Bingaman's amendment deals with this issue and he voiced his hope that this provision could be included in this national energy bill.

The Inhofe amendment failed by a vote of 43-52.

There is currently a roll call vote in progress on an amendment offered by Senator Inhofe. This amendment would make changes to the permitting process for oil refineries and requires the Environmental Protection Agency to examine new fuel technologies. It also gives priority to military facilities on the Base Realignment Commission list to be closed.

The Senate has convened and is currently in a period of Morning Business. At the conclusion of Morning Business the Senate will resume consideration of H.R.6, the Energy bill, with time until 11:45 a.m. equally divided for debate on an amendment offered by Senator Inhofe. At 11:45 a.m. the Senate will have a roll call vote on the Inhofe amendment.
