Senator Dayton of Minnesota
recently spoke on the floor about the one year anniversary of the plane
crash that claimed the life of Senator Paul Wellstone. Senator
Lautenberg and Senator Reed have also paid tribute to the life of Senator
Wellstone, his wife, Sheila, and others whose lives were claimed in the
crash.

Debate on the Foreign
Operations bill began with Senator Mitch McConnell offering a summary of
the Senate version of this bill, outlining the amount of assistance that
is allocated in the bill for programs such as the Peace Corps and the
International AIDS Initiative. Senators are hoping to pass this bill
early next week, so that it can go to conference, where the differences
between the House and Senate versions will be resolved.

The Senate starts today with
an hour of morning business before beginning debate on
H.R.2800, the
FY2004 Foreign Operations Appropriations bill. Senator Mitch
McConnell of Kentucky is the Chairman of the Senate Committee on
Appropriations, Subcommittee on Foreign Operations, and Senator Patrick
Leahy is the Ranking Member. The Subcommittee on Foreign Operations
was not one of the original Appropriations subcommittees. In 1867, when
the Appropriations Committee was created, the original 13 subcommittees
were Agriculture, Army, Deficiencies, Diplomatic and Consular, District of
Columbia, Fortification, Indian, Legislative, Military Academy, Navy,
Pensions, Post Office, and Sundry Civil.
