was approved by a vote of 86-0. There are no more votes this evening
and the Senate will return tomorrow morning when it will reconsider the
nomination of Michael Leavitt, with a vote expected at 10:30 a.m.

The Senate has started a vote
on Executive Calendar, #424, the nomination of Dale Fisher to be a U.S.
District Judge for the Central District of California. The vote on
nomination of Michael Leavitt to be Administrator of the Environmental
Protection Agency has been moved to tomorrow morning at 10:30 a.m. and
will be an up or down vote. The vote had previously been scheduled
on the motion to end debate on the nomination.

speaking on the floor about why he will vote no on the motion to invoke
cloture.

With the Senate turning focus
to Governor Leavitt's nomination, Senator Jeffords, Senator Allard,
Senator Bennett and Senator Inhofe have come to the floor to speak in
support of his nomination. A vote on the motion to invoke cloture is
expected at 5:30.

It has been a quiet morning in
the Senate. Senator Mitch McConnell came to the floor to speak briefly
about the Foreign Operations bill and about Malaysian Prime Minister
Mahathir Mohamad's remarks last week. At 2:00 p.m., the Senate will
begin debate on the nomination of Michael O. Leavitt to be the
Administrator of the Environmental Protection Agency, Executive Calendar
#405.

Foreign Operations Appropriations Bill,
H.R. 2800. Senator Leahy is the Ranking Member of the
