On House Passage Of The Anti-Terrorism Bill

I am encouraged that the House has followed the Senate in passing an
anti-terrorism bill. I regret that some of the good work done by Chairman
Sensenbrenner and Congressman Conyers and the other members of the House
Judiciary Committee in the bill they had unanimously reported has been
disregarded by this House action.
I am disappointed that the House has left out strong money-laundering
provisions from the Senate bill, which the Administration has endorsed.
These are important provisions and the work done by Chairman Sarbanes,
Senator Gramm, the unanimous Senate Banking Committee and 96 United States
Senators should not be ignored. The President has asked Congress to
approve new anti-money-laundering tools, and these should be an integral
component of any law enforcement package that is intended to effectively
fight terrorism.
The action this week by the Senate and now by the House sets the stage
for a prompt House-Senate conference that can quickly resolve the
differences between the bills and be enacted into law.
