Senate Approves Election Reform
Bill,
Guarantees Adequate Funding for Vermont
WASHINGTON - U.S.
Sens. James M. Jeffords, I-Vt., and Patrick J. Leahy, D-Vt., today
hailed the Senate's passage of landmark election reform legislation,
known as the Help America Vote Act of 2002. This legislation will
help states replace antiquated voting machines, improve access to
voting booths for the disabled, and create statewide computerized
registration systems. President Bush is expected to sign this
legislation into law in the near future.
The bill authorizes
up to $3.9 billion over three years to help states reform their
election process, and also includes important language championed by
Senators Jeffords and Leahy that will ensure that every state receive
an adequate minimum level of funding to achieve these reforms. The
legislation guarantees that every state will receive one-half of one
percent of the money that is finally appropriated.
"Following the 2000
election, it was clear that we needed to reform our election process
to ensure that every American can vote and have their vote counted,"
Jeffords said. "I am pleased that the final bill includes our
provision to make sure that every state will have enough funding to
implement these critical reforms."
"This bill will
offer small and large states with help in meeting the new federal
election guidelines," said Leahy. "This will make voting easier in
Vermont, and that is a healthy thing for our system of government.
For instance, voters who have disabilities or have recently moved and
forgot to notify their town clerk will be among the first to notice
the improvements."
