The FY 2003 Omnibus Appropriations bill cuts
$787 million in funding for Office of Domestic Preparedness equipment,
training and exercises grant programs that directly benefit State and
local first responders. The original Senate Appropriations Committee
request was for $1.327 billion. These programs provide funding to
enhance the capabilities of State and local jurisdictions to respond
to and mitigate the consequences of terrorist attacks. State and
local responders are first to arrive on the scene when a terrorist
attack occurs and must be prepared to protect life and property.
Continued funding to ODP for state and local first responder agencies
is more critical now than ever, given the unprecedented threat to our
national security.

The FY 2003 Omnibus Appropriations bill cuts
$150 million in funding for firefighters below Senate request of $900
million. The Omnibus Appropriations bill cuts $150 million in funding
from the level passed by the Senate for the Assistance to Firefighters
Grant Awards. These funds are used by the nations firefighters to
increase the effectiveness of firefighting operations, improve
firefighter health and safety programs, purchase new fire apparatus,
and enhance EMS programs.
