Burlington Homeland Security Conference 12/15/2003  Leahy will make remarks to dozens of Vermont businesses at the Homeland Security Conference in Burlington.  Leahy authored the charter for the domestic preparedness grants being administered by the Department of Homeland Security (DHS).  Because of Leahy’s all-state minimum formula for the program, Vermont’s first-responder agencies have received more than $41 million in grants from DHS.
