Revolving Loan Funds in Vermont

Opportunities exist for starting and expanding a small business in Vermont. Through the Congressional appropriations process, Sen. Leahy has helped secure federal funds for small business revolving loan funds in Vermont. These funds are organized at the local, regional and state levels to leverage federal funds for start up and expansion of small businesses in many Vermont communities. Revolving loan fund officials control application requirements and administration of the funds.

Sen. Leahy helped to capitalize these funds to expand access to capital in the tight small business loan market. An investment of federal funds in a local revolving loan fund is designed to entice participation by Vermont banks and other lenders to leverage capital to new initiatives and existing businesses. In many cases, revolving loan funds allow banks to participate in business ventures that otherwise would not be economically viable. Bank participation with revolving loan funds also may fulfill Community Re-Investment Act requirements.
